# LedgerGov.UK > An open P&L of the UK state: where public money comes from, where it goes, and what every political promise would cost, with every number linked to its official source. In 2025-26 (ONS outturn, October 2026 release) the UK state spent £1,366bn. Taxes and other income covered £1,231bn; £134bn was borrowed. Figures are official outturn or forecasts, each linked to its source. Model results are ranges (low, central, high), never single numbers, and are not forecasts. ## Pages - [Home](https://ledgergov.uk/): the year's figures, the promises at a glance, one sandbox lever, the promises to watch (latest delivered, latest not met, due next) and a logbook of what was added, moved, corrected or checked. - [Money: annual statement and sandbox](https://ledgergov.uk/money): where the money came from and went, what changing a tax or spending lever would do, as a range, and each household's share. - [Promise ledger](https://ledgergov.uk/promises): every tracked UK political promise with its cost, who pays, status and evidence. One standard for every party. - [People, parties and public bodies](https://ledgergov.uk/actor): everyone whose promises the ledger tracks, with how many each has made and where they stand; each links to their own page at https://ledgergov.uk/actor/. - [Every promise in full](https://ledgergov.uk/llms-full.txt): all 195 promise cards as Markdown in one file (quote, speaker, party, date, status and status note, cost range, who pays, timeline with evidence links, contracts, corrections, sources), with the method in short and the licences. Each card alone is at https://ledgergov.uk/promise/.md. - Promises by policy area: [Taxes](https://ledgergov.uk/promises/area/taxes), [Social protection](https://ledgergov.uk/promises/area/social-protection), [Health](https://ledgergov.uk/promises/area/health), [Education](https://ledgergov.uk/promises/area/education), [Transport & economy](https://ledgergov.uk/promises/area/transport-and-economy), [Defence](https://ledgergov.uk/promises/area/defence), [Police, courts, prisons](https://ledgergov.uk/promises/area/police-courts-and-prisons), [Running government](https://ledgergov.uk/promises/area/running-government), [Housing & environment](https://ledgergov.uk/promises/area/housing-and-environment), [Culture & sport](https://ledgergov.uk/promises/area/culture-and-sport). Each lists the cards in that area and how they stand. - [People and long-term spending](https://ledgergov.uk/people): ONS population projections (principal and variants) and OBR long-term spending projections. In the ONS principal projection there are 43.1 people over pension age for every 100 of working age in 2075 (28.0 in 2024; variants 33.0 to 55.8), and 2.3 people of working age per person over pension age. In the OBR baseline, age-related spending goes from 26.3% of GDP in 2025-26 to 34.5% in 2075-76 (OBR scenarios 29.9% to 37.7%). Assumption switches pick published variants only. - [Borrowing so far this year](https://ledgergov.uk/borrowing): The government borrowed £97.8bn from April to September 2026, £6bn more than the Office for Budget Responsibility's forecast for those months and £4.4bn less than in the same months a year earlier. Month by month from the ONS public sector finances, against the OBR's monthly path for its March 2026 forecast (one line; the OBR publishes no range for it). Latest release: Public sector finances, UK: September 2026; next due 2026-11-20. - [Your MP](https://ledgergov.uk/mp): Find your MP by postcode, constituency or name: who they are, the promises we track for them and their party, and how they voted in the Commons recently. Your postcode is never stored. Each of the 650 constituencies has a page at https://ledgergov.uk/mp/, for example https://ledgergov.uk/mp/manchester-central: the sitting MP (from the UK Parliament Members API), any promises we track in their name, a summary of their party's, and their last 10 recorded Commons votes (Commons Votes API), with votes on bills our cards cite highlighted. Data checked daily. - [How the numbers are made](https://ledgergov.uk/method): sources, quality labels, why results are ranges, who checks the cards, and a changelog of every data edition. - [Forecasts against what happened](https://ledgergov.uk/method/backtest): every forecast the site shows is recorded and scored against the official outturn. 175 forecasts recorded since 8 Oct 2026. None can be checked yet: their years have not ended, or the official figures are not out. The first outturn is due in Apr 2027. Earlier official forecasts checked for context: 8. - [Open data API](https://ledgergov.uk/method/api): the same data as JSON or CSV, free, no key. - [Most read pages](https://ledgergov.uk/method/numbers): which pages readers open most over the last 7 and 30 days, counted on the server as one number per page per day with nothing about the reader; the daily totals are public at https://ledgergov.uk/views.json. - [Autumn Budget 2026](https://ledgergov.uk/budget): the Budget on 2026-10-28 can fund, change or break the government's promises. The page lists the government's promises it could still move (those needing money, largest first, and tax pledges), the opposition's costed pledges for comparison, and, from Budget day, what the Budget did to each card with links to the evidence. - [Capital gains tax: what each party has promised](https://ledgergov.uk/budget/capital-gains-tax): Will capital gains tax rise in the Budget? No minister has said. What each UK party has actually promised on it, word for word, with what each would cost or raise and the sources, beside HMRC's own estimates. - [Your tax receipt](https://ledgergov.uk/receipt): Enter a salary and see your 2026-27 income tax and National Insurance split by what the state spends it on, plus the borrowing on top. Worked out on your device; your salary is never sent. An average split, not where your own pounds went: taxes go into one pot. Example receipts for fixed salaries: [£25,000](https://ledgergov.uk/receipt/25k) pays £3,480.40 plus £379.33 borrowed on top; [£35,000](https://ledgergov.uk/receipt/35k) pays £6,280.40 plus £684.51 borrowed on top; [£50,000](https://ledgergov.uk/receipt/50k) pays £10,480.40 plus £1,142.28 borrowed on top; [£100,000](https://ledgergov.uk/receipt/100k) pays £31,442.60 plus £3,426.98 borrowed on top. - [Pay for it](https://ledgergov.uk/pay-for-it): pick one of 31 costed promises (from 7 parties and bodies, every one with a yearly cost to the public purse, starting with the £2 bus fare cap) and pay for it with a tax rise, a spending cut or borrowing, or a mix. A tax uses HMRC's figure for what 1p or 1 point raises in 2026-27 (edition published 24 Jun 2025, as on the tax cards); a cut comes from one area of spending in the 2025-26 Statement or every area by the same share (not debt interest); borrowing pays the rest. It shows the change in borrowing as a range, the Statement before and after (income plus borrowing equals spending), and who decides each choice. Each plan has its own link, /pay-for-it//, for example https://ledgergov.uk/pay-for-it/uk-bus-cap-2-2026/tax-income_tax_basic-100. A what-if, not a forecast. - [What a change to each tax raises](https://ledgergov.uk/tax): what one change to each main tax would raise a year, HMRC's figures from Direct effects of illustrative tax changes (edition published 24 Jun 2025), one page each with the year, a range, HMRC's caveat and a link that makes the change in the sandbox. Listed below under "What a change to each tax raises". - [Autumn Budget 2025: every measure, and what it raises or costs](https://ledgergov.uk/budget/scorecard/autumn-budget-2025): All 88 lines of the Treasury's table of Autumn Budget 2025 policy decisions (Table 4.1): together they raise a net £24.1bn in 2030-31. 37 measures raise money and 31 cost money that year; every line has its figure for each year from 2025-26 to 2030-31 and a link to its page in the Budget document. Figures are the Treasury's, in £ million, positive where a measure raises money and negative where it costs. - [Spring Statement 2025: every measure, and what it raises or costs](https://ledgergov.uk/budget/scorecard/spring-statement-2025): All 33 lines of the Treasury's table of Spring Statement 2025 policy decisions (Table 3.1): together they raise a net £6.3bn in 2029-30. 16 measures raise money and 10 cost money that year; every line has its figure for each year from 2024-25 to 2029-30 and a link to its page in the Budget document. Figures are the Treasury's, in £ million, positive where a measure raises money and negative where it costs. - [Autumn Budget 2024: every measure, and what it raises or costs](https://ledgergov.uk/budget/scorecard/autumn-budget-2024): All 70 lines of the Treasury's table of Autumn Budget 2024 policy decisions (Table 5.1): together they cost a net £33.0bn in 2029-30. 41 measures raise money and 17 cost money that year; every line has its figure for each year from 2024-25 to 2029-30 and a link to its page in the Budget document. Figures are the Treasury's, in £ million, positive where a measure raises money and negative where it costs. - [Predict the Autumn Budget 2026](https://ledgergov.uk/budget/predict): 10 questions on what the Autumn Budget 2026 on 28 October will do to income tax, National Insurance, VAT, fuel duty, capital gains tax, defence and the public finances. Make your predictions, see how everyone else predicted and share yours. Open until 12:30 GMT on 28 October; no account, and nothing about you is kept. Each question is settled by a named Budget document; editors record the answers after the Budget and every set of predictions is scored. - [Autumn Budget 2025: what it did to households](https://ledgergov.uk/budget/household/autumn-budget-2025): Last year's Budget, worked out the way Autumn Budget 2026 will be on the morning after: who gains and who loses from its 9 tax and benefit measures we can model, by income tenth and for six example households, in 2027-28 and 2026-27. An estimate with PolicyEngine's open model, not official, beside the Treasury's own chart. Income tenths rank households by income after tax and benefits, not adjusted for household size. Static estimate (nobody changes behaviour), shown with a ±10% range; computed once with PolicyEngine UK 2.102.3; a rehearsal on last year's Budget. - [How a Budget works, and the Chancellor's headroom](https://ledgergov.uk/budget/how-it-works): what a Budget is, the fiscal rules in the government's own words (the stability rule, the investment rule and the welfare cap, from the Charter for Budget Responsibility), and the OBR's headroom against each at every forecast that assessed them. Latest: November 2025, Table 7.1: £21.7bn against the stability rule and £24.4bn against the investment rule in 2029-30. The OBR's March 2026 forecast made no assessment (since February 2026 the rules are assessed once a year, at the Budget). - [Trailed before the Budget](https://ledgergov.uk/budget/leaks): every measure briefed to the press before the Autumn Budget 2026, with the outlet, the date, a link to the original report, an estimated cost only where a source gives one, and from Budget day what the Budget did. Each says whether it is only trailed (reported, not confirmed), confirmed on the record, or in the Budget documents. 13 so far: 9 trailed, 4 confirmed, 0 in the budget. - [Coming up](https://ledgergov.uk/promises#coming-up): open promises due in the next 12 months, nearest deadline first. Readers can follow a deadline window (this month, next 3 months, next 12 months) by email, Telegram or feed. - [Privacy notice](https://ledgergov.uk/privacy): LedgerGov.UK is run by Empatiq Limited, Pavel Guzhikov's company, independently of any party; Empatiq Limited is the controller and is registered with the ICO (ZC269680). Each includes taxpayers' own response where HMRC models it, but no wider economic effects. The range is the site's editorial band around HMRC's single figure. - [1p on the basic rate of income tax](https://ledgergov.uk/tax/income-tax-basic-rate), 20% to 21%: would raise £6.9bn in 2026-27 and £8.2bn in 2028-29 (ranges £6.2bn to £7.6bn and £7.4bn to £9bn). Scotland sets its own income tax rates, so they are not included. HMRC allows for people changing how much income they report, and says the size of that response is uncertain. - [1p on the higher rate of income tax](https://ledgergov.uk/tax/income-tax-higher-rate), 40% to 41%: would raise £1.6bn in 2026-27 and £2.1bn in 2028-29 (ranges £1.4bn to £1.8bn and £1.9bn to £2.3bn). Scotland sets its own income tax rates, so they are not included. HMRC allows for people changing how much income they report, and says the size of that response is uncertain. - [1p on employees' National Insurance](https://ledgergov.uk/tax/employee-national-insurance), 8% to 9%: would raise £5.35bn in 2026-27 and £5.4bn in 2028-29 (ranges £4.8bn to £5.9bn and £4.9bn to £5.9bn). Employees' main rate only. HMRC allows for people changing how much they earn or report, and says the size of that response is uncertain. - [1 point on VAT](https://ledgergov.uk/tax/vat), 20% to 21%: would raise £8.8bn in 2026-27 and £9.55bn in 2028-29 (ranges £7.9bn to £9.7bn and £8.6bn to £10.5bn). HMRC leaves out wider effects on the economy, such as on prices. The sandbox shows an estimate of the one-off effect on prices separately, as a range. - [1 point on corporation tax](https://ledgergov.uk/tax/corporation-tax), 25% to 26%: would raise £3.6bn in 2026-27 and £4bn in 2028-29 (ranges £3.2bn to £4bn and £3.6bn to £4.4bn). HMRC raises the main rate and the small profits rate together, and leaves out North Sea oil and gas, the Energy Profits Levy and the bank surcharge. - [A rise in capital gains tax: higher rate +1 point](https://ledgergov.uk/tax/capital-gains-tax), 24% to 25%: would lose £15m in 2026-27 and £30m in 2028-29 (ranges −£17m to −£14m and −£33m to −£27m). HMRC says these figures cannot be scaled: a bigger rise can raise less, or lose money, because people sell fewer assets. The effect also swings between years, as sales and the tax returns that report them fall in different years. - [A rise in capital gains tax: higher rate +5 points](https://ledgergov.uk/tax/capital-gains-tax), 24% to 29%: would lose £170m in 2026-27 and £870m in 2028-29 (ranges −£187m to −£153m and −£957m to −£783m). HMRC says these figures cannot be scaled: a bigger rise can raise less, or lose money, because people sell fewer assets. The effect also swings between years, as sales and the tax returns that report them fall in different years. - [A rise in capital gains tax: higher rate +10 points](https://ledgergov.uk/tax/capital-gains-tax), 24% to 34%: would lose £540m in 2026-27 and £3,565m in 2028-29 (ranges −£594m to −£486m and −£3.9bn to −£3.2bn). HMRC says these figures cannot be scaled: a bigger rise can raise less, or lose money, because people sell fewer assets. The effect also swings between years, as sales and the tax returns that report them fall in different years. - [A rise in capital gains tax: lower rate +1 point](https://ledgergov.uk/tax/capital-gains-tax), 18% to 19%: would lose £5m in 2026-27 and raise £5m in 2028-29 (ranges −£5.5m to −£4.5m and £4.5m to £5.5m). HMRC says these figures cannot be scaled: a bigger rise can raise less, or lose money, because people sell fewer assets. The effect also swings between years, as sales and the tax returns that report them fall in different years. - [A rise in capital gains tax: lower rate +5 points](https://ledgergov.uk/tax/capital-gains-tax), 18% to 23%: would lose £40m in 2026-27 and £10m in 2028-29 (ranges −£44m to −£36m and −£11m to −£9m). HMRC says these figures cannot be scaled: a bigger rise can raise less, or lose money, because people sell fewer assets. The effect also swings between years, as sales and the tax returns that report them fall in different years. - [A rise in capital gains tax: lower rate +10 points](https://ledgergov.uk/tax/capital-gains-tax), 18% to 28%: would lose £130m in 2026-27 and £135m in 2028-29 (ranges −£143m to −£117m and −£149m to −£122m). HMRC says these figures cannot be scaled: a bigger rise can raise less, or lose money, because people sell fewer assets. The effect also swings between years, as sales and the tax returns that report them fall in different years. ## Promises - [5,000 walking and cycling routes by 2030](https://ledgergov.uk/promise/uk-active-travel-routes-2030) ([Markdown](https://ledgergov.uk/promise/uk-active-travel-routes-2030.md)): HM Government, “deliver 5,000 new walking, wheeling and cycling routes and 10,000 safer crossings by 2030 - a commitment backed by £4.5 billion in investment to make active travel a practical choice for millions more journeys”. An open profit-and-loss account of the UK state. It shows where public money comes from (taxes, other income and borrowing), where it goes, and what political promises would cost and who would pay. ### Where do the numbers come from? From official publications: ONS public sector finances, OBR forecasts, HM Treasury spending statistics, HMRC tax costings, DWP benefit statistics, GOV.UK tax rates and the Bank of England. Every number links to its source and the date of the release it came from. ### Is the sandbox a forecast? No. It shows the first-year effect of a change as a range, using official costings. Real outcomes depend on how people and the economy respond, so results are ranges, never single numbers. ### How is a promise's status decided? By one published standard, the same for every party. A status changes only on evidence: a plan, a bill, money in a budget, or delivery. The full history of each card is kept, including any rewording of the promise. ### Who checks the cards? Every card is re-read against its live sources by AI Journalist, our automated reviewer: the quote word for word, the dates, the evidence, the status, the cost, neutral wording and legal risk. Anything it finds is fixed in public as a dated correction on the card. An editor, Pavel Guzhikov, then checks each card against its sources and approves it, and each card's label says whether he has yet. Nothing a reader sends in is published until he has approved it. ### Do I need an account? No. Reading, using the sandbox and sharing a scenario never need an account. You can follow a promise by RSS, email or Telegram without one. ### Is my salary sent anywhere? No. The "your share" calculator and Your tax receipt run in your browser. What you type is never sent, stored or put in a link, and the receipt's picture is made on your device. ### Can I send in a promise or evidence? Yes, with the form on this page. AI Journalist and an editor check every submission against the original source, and nothing is published until the editor, Pavel Guzhikov, has approved it. ## Also by the author - [Ruminator.xyz](https://ruminator.xyz/): Russia's regional and local press, read every day; by invitation, paid subscription.
