Appeals against £75,000 Horizon offers

“In May, the department announced that it would establish an independent process through which eligible postmasters who accepted the £75,000 Horizon Shortfall Scheme Fixed Sum Offer could seek permission to have their claim fully assessed through the Horizon Shortfall Scheme Appeals process. I can now confirm that we expect to launch that process in November.”

Where it stands

The process was first announced in May 2026. Postmasters who accepted the £75,000 fixed sum offer will have four months to register and must explain why the sum undervalued their claim; an assessor independent of the government and the Post Office decides whether the claim is assessed in full. "November" is read as 30 November 2026. The card moves when the process opens.

How cards are checked

Status follows the promise standard, the same for every party. A status changes only on evidence. Anyone named on a card can reply, and replies are published next to it. AI Journalist is our automated reviewer: it re-reads every card against its live sources (the quote word for word, dates, evidence, status, cost, neutral wording, legal risk). An editor, Pavel Guzhikov, then checks each card against its sources and approves it.
